In 2026, the semiconductor industry logic has undergone a profound transformation, shifting from purely competing on process nodes to focusing on supply chain security and self-sufficiency. Domestic substitution of 15 core materials has fully accelerated, with the third phase of the National Integrated Circuit Fund (Big Fund Phase III) prioritizing support to eliminate overseas dependence on critical materials, address technology blockades, and safeguard national technology security.

These 15 core materials cover key categories including photoresists, silicon wafers, electronic specialty gases, sputtering targets, and CMP polishing liquids. Previously, market share in these materials was long dominated by Japanese, American, and European companies, with import dependence exceeding 90% for certain categories. Currently, driven by both policy guidance and market demand, domestic companies have achieved technological breakthroughs in multiple material categories and have begun volume supply.

The Big Fund Phase III will prioritize support for the semiconductor materials sector, with an expected investment of over 100 billion yuan over the next three years to support R&D and capacity expansion by materials companies. This strategic deployment holds profound significance for building a self-controlled semiconductor industrial chain.
